New York City Council     Members

This bill would designate the speed limit on all roadways within parks under the jurisdiction of the Commissioner of the Department of Parks and Recreation to be no more than 20 miles per hour and no less than 15 miles per hour. Traffic calming measures would be implemented on these roadways as required by New York State Vehicle and Traffic Law Section 1642. Traffic calming measures are defined in Section 1642 as “any physical engineering measure or measures that reduce the negative effects of motor vehicle use, alter driver behavior and improve conditions for non-motorized street users such as pedestrians and bicyclists.”

A Local Law to amend the administrative code of the city of New York, in relation to speed limits in New York city parks.
 
 
Be it enacted by the Council as follows:
Section 1. Subdivision d of section 19-177 of the administrative code of the city of New York is amended by adding a new paragraph 3 to read as follows:
(3) On or before January 1, 2016, the speed limit of all roadways within parks under the jurisdiction of the commissioner of parks and recreation shall be no more than 20 miles per hour nor less than 15 miles per hour, with traffic calming measures implemented as required in section 1642 of the vehicle and traffic law.
§ 2. This local law shall take effect immediately upon its enactment into law.
