This bill would require owners of dwelling units to provide stove knob covers on each stove in an apartment where a child ten years of age or under resides.

A Local Law to amend the administrative code of the city of New York, in relation to stove knob covers
Be it enacted by the Council as follows:
Section 1. Article 11 of subchapter 2 of chapter 2 of title 27 of the administrative code of the city of New York is amended by adding a new section 27-2046.4 to read as follows:
§ 27-2046.4 Stovetop protection. a. An owner of a unit in a multiple dwelling, other than a dwelling unit in a multiple dwelling owned as a condominium or cooperative and used as the primary residence of such owner, shall provide, install and maintain stove knob covers on each stove in each dwelling unit in which a child ten years of age or under resides.
b. No such owner shall refuse a written request of a tenant or occupant of such dwelling unit to provide, install and maintain stove knob covers, regardless of whether such provision, installation and maintenance is required pursuant to this section.
c. Any owner required to provide, install and maintain stove knob covers pursuant to subparagraph 1 of this section who fails to provide, install or maintain a stove knob cover shall be liable for a class C immediately hazardous violation. Notwithstanding any other provision of law to the contrary, the time within which to correct such violation shall be twenty-one days after service of the notice of violation.
§ 2. This local law takes effect 120 days after it becomes law, except that the commissioner of housing preservation and development may take such measures as are necessary for the implementation of this local law, including the promulgation of rules, before such date.
